In considering support, preference is given to programs which:

• Create long term solutions;

• Are responsive to and have a positive impact on the community;

• Promote excellence;

• Have the capacity, through leadership, management and financial resources, to achieve the desired results;

• Are innovative and catalytic;

• Have the likelihood of future support for on-going operating costs;

• Are non-competing with government programs; and

• Are cooperative with other community resources/agencies.
